Pradhan Mantri Kaushal Vikas Yojana 4.0 announced

Pradhan Mantri Kaushal Vikas Yojana runs under the Ministry of Skill Development and is implemented by the National Skill Development Corporation. The main objective of this program is to train youth in areas where Indian industries need them. Also, the program assesses and certifies youth who are already proficient in a skill. The entire cost involved in learning the skill is borne by the Central Government. After completing the training, the candidates are given a job. During the Union Budget 2023, the Finance Minister has announced Pradhan Mantri Kaushal Vikas Yojana 4.0.

  • This program will train lakhs of youth in the next three years.

  • The fourth edition of PMKVY will be implemented with industrial partnership.

  • Job training will be given after the completion of the course. Training will also be given under the Pradhan Mantri Kaushal Vikas Yojana.

  • New industry courses to be introduced. This includes Artificial Intelligence, Soft Skills, Robotics, Drone Technology, 3D Printing, Internet of Things, Mechatronics etc.

  • During PMKVY 4.0, Government of India will open 30 Skill India International Centres.

  • 47 lakh will be provided with stipend assistance.

  • Skill India digital platform will be launched.

National Data Governance Policy

Data governance is the management of data usage, data security, data availability and data integrity. During the presentation of the Union Budget 2023, Finance Minister Smt. Nirmala Sitharaman announced that the Government of India will launch the National Governance Policy. The policy will create an Indian Data Management Office (IDMO). IDMO will work under the Ministry of IT. The Government of India is going to launch a policy to increase access to anonymized data in a secure manner.

  • This policy will enhance the availability of data of national importance

  • It will increase awareness among citizens by increasing the availability of open, secure and authentic data

  • Promote overall compliance

  • Public participation will be encouraged

  • secure data sharing over the internet

The main objective of this policy is to make data secure and make it available to startups in the country. Startups are being focused in almost every new government program and scheme in the 2023 budget.

Amrit Dharohar Yojana

  • India has lost 30% of its wetlands in the last three decades. Out of all Mumbai lost maximum wetlands. 71% of wetlands in Mumbai were lost between 1970 and 2014. 57% was lost in Ahmedabad, 56% in Bengaluru, 55% in Hyderabad, 38% in Delhi, and much more in other major cities. The loss of wetlands is mainly due to anthropogenic activities and illegal constructions. In order to increase the optimum use of wetlands in cities and improve their biodiversity, the Government of India has launched Amrit Dharohar Yojana. The scheme was announced by the Finance Minister during his budget speech.

What is Amrit Dharohar Yojana?

  • The scheme aims to conserve wetlands by promoting their optimum use

  • The scheme will be implemented in the next three years.

  • The scheme will enhance eco-tourism and carbon stock, and also help local communities in their income generation.


Atmanirbhar Horticulture Clean Plant Programme

The Indian horticulture sector contributes 33% to the country's GVA. This industry is labor intensive and hence, a small push will increase the employment opportunities exponentially. Today, only 10% of Indian land is under horticultural use. But it contributes 33% of the agricultural revenue. To increase the value and boost productivity of horticulture crops, Government of India has launched “Atmanirbhar Horticulture Clean Plant Programme”. The main objective of this program is to increase the availability of disease free planting material. This will help in improving the value of horticulture crops. The Government of India allocated Rs 2,200 crore for this scheme.

Why is this scheme called Clean Plant?

  • Government of India will use only clean horticultural plants in this program. Along with this, the use of clean plants will be promoted.

What are clean plants?

  • A clean plant means that many things have been tested before the plant is planted. The test done before planting is as follows:

  • Plants are screened for viruses, bacteria or fungi. And plants infected with these microorganisms are not planted.

  • Economically important plants are kept in the category of clean plants.

  • Some of them will also be kept under controlled conditions for increased productivity.

PM-Pranam Scheme

Green growth will be one of the key priorities of the Government of India during 2023-24. To make India pollution free and increase the use of electric vehicles and achieve green growth, the Government of India allocated Rs 5,172 lakh crore for the FAME scheme. Also launched the PM-Pranam scheme. This scheme was started under Gobar Dhan Yojana.

What is PM-PRANAM scheme?

  • It stands for PM Program for Restoration, Awareness, Nourishment, and Amelioration of Mother Earth. Under this scheme, the Government of India is planning to promote alternatives to fertilizers. Also, it aims to promote balanced use of chemicals.

  • The main objective of this scheme is to reduce the use of chemical fertilizers.

Gobar Dhan Scheme

  • The PM-Pranaam scheme was launched under the Gobar Dhan scheme. GOBAR DHAN stands for Galvanizing Organic Bio-Agro Resources Dhan.

  • During the budget, the finance minister announced that 500 new "waste to wealth" plants would be set up under the Gobar Dhan scheme.

  • Out of these 500, 200 will be Compressed Biogas plants (75 in urban areas) and 300 will be cluster based plants.

  • Rs 10,000 crore has been allocated for this.
